Tuition waiver change

This is currently in draft form only, but it looks like we're getting more free classes with the added benefit of taking 3 non-credit supervisory courses per semester, 6 non-credit supervisory courses per academic year with supervisor approval. We'll let you know when this addition receives final approval.
